If we wanted to add a queued state, I believe we'd need to add a publish-on parameter. In my testing, it doesn't just add it at the end of the queue if you don't specify a date, it simply goes ahead and publishes it. Nevermind, the docs were wrong and the state is called queue instead of queued.
