Synch Scrolling #174

Synch scrolling no longer works either between baseline VE and edition VE (segmented and linked) or between translation VE and edition VE (structural sequences). Can be reproduced on maindev2. Scrolling works correctly in READ Viewer. Behaviour is consistent across different databases. If you cant reproduce on test db's then let me know and I can provide repro db.

This works as designed. On maindev2 and sync imageVE and editionVE (all formats)

This is more than a bug fix. Need to implement synch scrolling across translation/chara V. Need to decide on priority
