Add blog post about sphinx-hoverxref and intersphinx support #109

As per title 😄

As I did not see other in-depth mentions of sphinx-hoverxref in our blog, I used this opportunity to introduce the extension a bit more formally.

I see that there are two tags that didn't get the corresponding links, not sure why 🤔

Addressed some style comments and reworked the images so they are more meaningful. @ericholscher already approved, so if there are no other comments I'll merge & announce on social media in a few minutes.
