Post: `build.commands` #195

Initial content for a simple post announcing build.commands in beta. It does not go too deep into it on purpose. The idea is just to announce there is a new config key build.commands and how to use it.

There is going to be another post in the future that talks about the integrations with all the platform features.

This is ready to be merged and deploy. However, it seems that we are having some issues with the newsletter and I want people receiving this blog post in their emails. So, I want to know if that will work before publishing it. I asked in Slack about this.

I checked the atom.xml file and it looks correct to me. It has the this post as its only element. So, I guess MailerLite will pick it correctly: https://readthedocs-blog--195.org.readthedocs.build/archive/atom.xml

I'm going to merge and publishing it now. cc @benjaoming to re-enable the mailerlite RSS campaign.

It should be noted that RSS for newsletters is actually picked up from https://readthedocs-blog--195.org.readthedocs.build/archive/atom_absolute.xml
