The old version was removed in https://github.com/readthedocs/common/commit/9932d8a070a387211bf283dd2ff20d2f42af62ed, but we never updated the commands to use the new version.
The docker compose plugin is already included when installing docker from the official site. See https://docs.docker.com/compose/install/. And it's invoked as a subcomand of docker.
