Initial refactor of publisher landing pages #375

This moves the content onto the publisher page and out of the footer. It only includes links for the topics we have landing pages for, which is the approach we took previously on the advertiser side.

I think this is good context setting for publishers, and we can work to build landing pages for each audience once we think it's useful.

Seems fine. Are we just totally removing the link to community ads from the footer? It probably isn't the most important and some pages do already link to it.

Yea -- I removed Community Ads & the sponsorship landing page, because they were both a bit odd to include there I thought. I think there's a larger addition to our Learning Hub that we could do for all the various content pages at some point, but that's a larger project.

I think there's definitely some intermediate pages we could benefit from as well (eg. /comparisons/), but again a larger project.
