Version creation view updates

This was an early view I went through, it could use a few small updates:

• [x] Select a version and active on the form, "Update version" leads to a blank version listing. This is a bug.

• [x] Help topics can be pruned and turned into manual topic listing
• [x] Version order seems to sorted backwards, Z-A instead -- see https://github.com/readthedocs/readthedocs.org/pull/11275

I'll just mention that on the new dashboard, there are two mostly identical version listings:

• https://beta.readthedocs.org/projects/test-builds/
• https://beta.readthedocs.org/projects/test-builds/versions/

The first listing is the main one -- it is loaded as the first thing you see when clicking on a project. The second listing view is the main listing on the legacy dashboard. The form posts to the second view.

We can discuss how to drop one of these after beta. The form can post to the second listing view, there is likely something small breaking the listing (missing or renamed object_list, etc).

I started playing around with adding the active state into the search results, instead of what I have there now, which is filtering out active versions entirely. It's a little odd that the search doesn't show these versions, it's a bit confusing. I might not go this direction though.
