Add support Python 3.9 on `master` image #160

Port changes from https://github.com/readthedocs/readthedocs-docker-images/pull/159 into master branch.

NOTE: that this image shouldn't be deployed yet. All the work on master is too extensive and it was thought for a 8.0 image version, which includes Ubuntu 20.04 and we are not ready yet for these changes.
