Ubuntu 22.04 LTS build image #178

Upgrade Ubuntu base image to 22.04 LTS for using them on users' builds.

Weird. I see this is failing on CircleCI, but I don't have this problem when building the image locally.

E: Problem executing scripts APT::Update::Post-Invoke 'rm -f /var/cache/apt/archives/*.deb /var/cache/apt/archives/partial/*.deb /var/cache/apt/*.bin || true'

I think this error is from the Ubuntu image itself, because that command is a hook from APT.

This error is not super important because since we are building locally and pushing, it should be fine. Besides, this image will be "hidden" and in a beta state until it's officially released.
