Docs: mention external guide about localizing docs

We have a guide that explains how to manage translation at https://docs.readthedocs.io/en/stable/guides/manage-translations-sphinx.html and I think we could link from there to this external guide http://sphinx-intl.geekwriter.ru/en/ that @astrojuanlu shared with me (🙏🏼) some days ago and looks promising 😄

Some of the caveats of the above article is:

• It does not address automatically updating transifex resources. It would greatly clutter commits if you are doing that in the main repo.
• It does not address "abandoned" or deleted resources.. I wrote a script that locks and deletes resources after a specified time period.
• It does not address the fact that the above process wipes translations that translators have already done, regardless of if input strings are the same. This can be alleviated by using transifexes "translation memory" to automatically fill in identical strings.
• It only briefly mentions changing the language code. RTD does not use the same language code as Transifex. Transifex uses language_region, and RTD uses just language (except for Chinese). For example, there are multiple variants of Spanish and using sphinx-intl sync will use the transifeex language code unless you map them.

Quick one to tell you that, after being pointed to @authoress ' "Localizing docs in Sphinx" guide by this post (among a few others I'll cross post to), I contacted Natalia who immediately accepted to Open Source and release the guide sources for me and others to translate it. Even better, she did it in no time and project is already available here authoress/sphinx-intl-guide.

I also opened discussions in project issues about ways to improve and extend the project, to which it would be awesome that you guys would participate. Specially, your inputs in authoress/sphinx-intl-guide#2 and authoress/sphinx-intl-guide#5 would be very welcome :)
