Docs: mention external guide about localizing docs #9000

We have a guide that explains how to manage translation at https://docs.readthedocs.io/en/stable/guides/manage-translations-sphinx.html and I think we could link from there to this external guide http://sphinx-intl.geekwriter.ru/en/ that @astrojuanlu shared with me (🙏🏼) some days ago and looks promising 😄

Some of the caveats of the above article is:

Quick one to tell you that, after being pointed to @authoress ' "Localizing docs in Sphinx" guide by this post (among a few others I'll cross post to), I contacted Natalia who immediately accepted to Open Source and release the guide sources for me and others to translate it. Even better, she did it in no time and project is already available here authoress/sphinx-intl-guide.

I also opened discussions in project issues about ways to improve and extend the project, to which it would be awesome that you guys would participate. Specially, your inputs in authoress/sphinx-intl-guide#2 and authoress/sphinx-intl-guide#5 would be very welcome :)
