Content: deprioritize announcements on homepage #122

The current announcements section is very prominent and I feel this content needs to be stronger to be so high up on the page. I feel it should be dropped farther down, and should probably include images. I'm not sure why, but this isn't just using a standard card UI. The cards ui looks good, supports images and metadata better, and supports stacking/resizing natively.

I think once we can make those articles more like resources than blog posts, the section will be far more usable by users.

I dropped these below, but this change is stuck inbetween a few other changes to the homepage, and is difficult to isolate.

Because of lack of progress on #33 I've replaced this block with static links to our docs. We can tune these links as we go.

Style is not quite finalized. I replaced the image block with icons for now, and it looks better than without an image, but want to play a bit more with this style.

I wanted a stylized listing for features that includes an offset icon on the left. This is quite nice to scan on our product and homepage. But I ended up being a bit more jazzed on the result here too. It works well for both image-less resources and, when we're ready, resources with an image included. Not to be mixed though, the mixed content height doesn't work well.
