This is a WIP PR for a CAC POC using the elements approach like we have for new unity CAC.
It is non functional at the moment, mostly a skeleton of what the classes could be (however probably things need to be changed to enable full functionality). I tried to leave comments for the parts that are not yet implemented.
It is also very rough, so there is a lot of messy code and code duplication so you can ignore that for the moment.
