Additional column to the 'todo' list and additional data sets #446

There has been suggestions by other colleagues to better organize the todo list.

1-Added a new column, 'open' to determine if the data set is opine or not. 2-Added additional data sets (bottom 7) for processing.

Thank you. I have moved the closed data sets to a separate file. Most are from AfricaRising and will contact IFPRI again. I also removed some of the closed files that did not seem especially important for us.
