Improve devenv file and add PYTHONPATH env var #3

Hi, Allan!

This is the first small contribution to improve "dev mode". I have added an MD file with instructions to build, install and test Optima locally. No need to be concerned about PYTHONPATH, since it is defined by the conda env.

I hope it helps. I will add CI in the future ASAP.
