[Feature:]: Show the most weekly inactive monitors #6

for now it's just only shows the weekly most active monitor list. but we also need to identify the inactive monitors from the previous week. so that we can take necessary step to improve the overall monitoring system image

commit f5afebe to resolve the issue. for now it just provide the info of which monitor worked the less but not the list of monitors who didn't work at all image
