Kick & Kill seem to be bugged #42

With regular passport: <- %#The\bLobby; :'Lіам!~Sysop_Cascade@cg MODE %#The\bLobby +o Liam -> %#The\bLobby; KICK %#The\bLobby Ver|zon :test <- %#The\bLobby; :TK2CHATCHATA01 481 Liam :Permission Denied - You're not an IRC operator

Kill: -> TK2CHATCHATA01 KILL %#The\bLobby :Liam <- :TK2CHATCHATA01 908 'Sysop_Cascade :No permissions to perform command

This should be fixed. Please test.

I'm removing the fixed label until this is where we want to be, although this issue as reported by @Liam0306 has been fixed.
