I'd love to build out a simple system where a webmaster could easily customize the admin toolbar. They'd need to be able to:

Show/hide core items
Show/hide items from other plugins
Show/hide custom items
Control which roles see which items
Include links, dropdown menus, images, dashicons, etc.

This would be super handy and I'm thinking could be extension material.

I think the most intuitive solution for this would be to consider the Toolbar a Menu, just like the Admin Menu is. We'd have to follow the same logic for roles which would result in the dropdown for selecting menu containing (number of roles)*2 but I guess that doesn't matter, as long as they are labeled well.

Unsure about whether this is extension material or core.
