Chore: Upgrade handler to modify commission % #151
With the passing of prop 8, the network is now enforcing a min commission percentage of 5%. To wrap up the migration and prop, we need to update the existing validators all to 5%. Upon speaking with the validators we have agreed this is the best path forward.
