Move Toolkit menu to top-level "Tools" menu item to comply with asset store requirements #109

In anticipation for the toolkit's asset store release as an additional distribution channel, we have to move the toolkit's editor menu bar items under the "Tools" top-level item to comply with Unity's requirements for asset store packages.
