Reality Collective - Reality Toolkit Pull Request

[!NOTE] This PR involves all submodules as listed below.

Overview

Lots of changed files due to namespace changes, beware
Update to latest Service Framework
Extend lever behaviour to support min/max rotation crossing 0, such as rotation from -45 zo 45 or vice versa
Set foundation for new Reality Toolkit settings provider, will replace legacy toolkit settings
Make input system a dependency and drop support for legacy input module as we move on with transition to input system
