Switch to chef_nginx cookbook #92

Chef took over the nginx cookbook and renamed it chef_nginx. This PR should switch to using the chef_nginx cookbook which appears to have more active development, while being compatible with our usage as is.

@cyberflow @realityforge Are you both ok if we cut over to the chef_nginx cookbook and if I cut a new 0.2.0 release to upload to the supermarket? I'll prep a new CHANGELOG update and a follow on PR if you're ok with this change (which would force others to upgrade to chef_nginx to keep up to date).
