Cooldown setup #9

I am attempting to set up a cool down for the toggle and I'm unable to find the config on my server could you please provide instructions I would greatly appreciate it

There is no cooldown functionality as of now. I was working on animation for a cooldown but didn't go far. Once I finish up with animation I guess it would only make sense to make cooldown adjustable
