It's definitely valid to bring this up. Thank you for that.

Yet, this needs some discussion among the maintainers first, because it's somehow opposed to the way SwiftLint currently handles this dependency.

@Kyle-Ye: For your interest, I've set up a dedicated repository only for the plugins. With that, all the dependency issues (an more) should now be a thing of the past.
