How does Jazzy keep track of what percent of documentation is completed?

I noticed that docs for Sparkle has a percentage of documentation complete, and they use Jazzy.

It doesn't do anything clever: just counts how many documented & undocumented declarations it sees that are going into the the generated docs and reports.
