Update to Gradle 7.5 and AGP 7.4.0 #7806

Our use of Gradle and AGP was a bit inconsistent. This PR moves the supported version of AGP to 7.4.0 instead of an alpha version. It also moves all our Gradle projects to use Gradle 7.5
