replaced web2py folder with up to date version and changes that are reflected in ch 19 and 20

@topleft - Does this cover both web2py: QuickStart and web2py: Sentiment Analysis? Any other chapters?

@mjhea0 - Yes cover web2py: QuickStart and web2py: Sentiment Analysis, no other chapters. The reason for the 85 files, is because I put the web2py in there with the projects in web2py/applications folder.

The other option would be to only put the application folder and the heroku bash script file (scripts/setup-web2py-heroku.sh) which I made some edits to.
