Collect all the URLs posted to a (public) IRC channel, present them on a webpage (or text file?), rank by usage count.

[ ] Collect al URLs posted to selected channel.
[ ] Save URLs in txt-file (or sqlite db)
[ ] Don't collect URLs matching $regex or send by $user.
[ ] Don't re-save URLs send twice, but increase counter
[ ] Publish list of posted links (sorted by counter)

Use global setting for database. Use channel-dependent settings for activated, filter, publish path.

(Maybe useful for #LosFuzzys)
