Toast notifications only appear in first browser tab

Describe the bug When adding a recipe via website fetch the toast notification only appears in first browser tab.

To Reproduce Steps to reproduce the behavior:

1. Open /recipes/add in two browser tabs
2. From the second browser tab, click on "Fetch" and enter in a URL to fetch
3. Observe that you will not see a toast notification in the second browser tab

Expected behavior The toast notification should appear in the browser tab that is active
