Investigate Reapit Connect integration with Consumer Portal (Jira)

Background context: We should review what is required to allow our customers to log into the Reapit Consumer Portal (https://reapitsupport.refined.site/) using their Reapit Connect credentials to allow for a more seamless user experience.

• Research piece to understand the art of the possible here. Understand the functionality available with Jira's API and SSO integration.

Without a SAML bridge we need to buy something in. Given we will be building a SAML bridge anyway when Reapit Connect v2 comes in for Console, I've agreed with service to revisit this towards the middle of the year.
