Update error message when action blocked by WAF #10608

Background context Following discussion with service team, the support email address is no longer publicised and consumers should be directed to the JIRA Service Management portal.

Please can we update the error returned to the consumer when the WAF (packages/cdk/src/components/waf.ts) blocks a request to the following

@joshbalfour do you know why we left this open? Is it because we want to add a clickable link into the error or have we just missed closing this? (see linked PR)
