Validate ids when handling tenancy write events

Background context Logged from #10978

We need to update the validation rules for POST/PATCH in the tenancies API to validate ids passed by consumers. Fields which should be validated are listed below

Specification

• Project: Reapit.Services.Tenancies
• Rework validation to be able to execute domain validations (there is an example of this refactor in the referrals API which was done recently)
• Validate the following fields for POST/PATCH tenancy operations, when provided:
  • typeId -> compare against data from configuration/tenancyTypes (use the configuration client package for this)
  • negotiatorId
  • propertyId
  • applicantId
  • source.id
