Background context or User story: Endpoint scope checks have been moved to their own package, so the existing ScopeRequirementFilter attribute should be marked as obsolete.

Specification or Acceptance Criteria: Project: Reapit.Packages.PlatformIdentityManager

Plop a new [Obsolete] attribute on the attribute class, noting that a new package is available.
If you want to use the new package somewhere, don't forget to update the exception handler to catch AccessDeniedException (or use Reapit.Packages.ErrorHandling if you have time)
