update swagger package to handle multiple xml documents

Background context I had to create a custom swagger configuration for the invoices service while working on 11196. We should extend the existing swagger package to handle this as part of our efforts to reduce clone-and-own (looking at you, ApiErrorModel...)

Specification Project: Reapit.Packages.Swagger Description:

• When adding platform swagger to the services collection the configuration should check the build directory for XML files with a Reapit. prefix and adds them all (see: Invoices PR 43)

• We can then alter our startup in all our services to longer need to pass an explicit options.XmlCommentaryPath property

• Unit testing might be problematic here

• Implement in a couple of services
