Background context Currently the data marketplace DEV environment is pointing to an old snowflake region which we no longer use. This should be bought inline with Production

Specification Spin up a new snowflake instance for development in the region 'eu-west-2.aws' Update the development environment to use the new snowflake instance. Setup the required Warehouses and master account SSM parameters for provisioning to run Test the provisioning process end to end

New account is ready to go but further review required before switching due to data transfer pipeline and billing requirement. Blocking for now
