Research best mechanism for clearing up customer data when leaving AWS

Background context If for any reason a customer needs to leave AWS we can no longer support webhooks but data is still left in various tables to drive these. We should look to introduce a mechanism to remove customer data from the 'Platform_GlobalData' tables when they leave AWS.

There is crossover with #5357 here

Specification

• Create a mechanism to clean customer specific data.
• Share approach with team before running
• Consider how this mechanism will log so we have an audit trail of what's been done
• Consider cost to run. It's quite expensive dealing with large DynamoDb transactions so we need to be careful about how we architect this
• For now this could just be a console app that we invoke manually and store in the Utilities project, but we should consider the longer term requirement to automate this process
• Log implementation tickets off the back of this. POC work is acceptable to try things out with the DynamoDb SDK etc
