Package upgrades in Marketplace API

Background context We need to do a package audit in the Marketplace API which contains some NuGet spaghetti. To allow us to move over to an internal SSO login for local debugging we need to be able to install so fairly recent AWS packages which we can't do without updating the rest of them

Specification

• Project: Reapit.Services.Marketplace
• Look at package versions and upgrade where appropriate. We need to ensure we are running fairly up to date versions of packages, particularly the AWS ones
• Full regression test of Marketplace functionality will be needed before this can go to production
• SSO Login requires the following packages on fairly late versions

AWSSDK.SecurityToken, AWSSDK.SSO and AWSSDK.SSOOIDC

This is not going to be a straightforward task as there'll be dependencies in packages and a bit of package spaghetti to untangle, but the general updates have been postponed for a while so we need to bite the bullet and get it done
