spike: Review options for allowing custom data to be uploaded to data warehouse

Background context Reporting/MI dashboards often display data compared against configured targets, so success/failure criteria can be set for the business and tracked over a given time period. To further enhance the data warehouse offering and enable customers to leverage functionality like that described above, we should review feasibility of allowing customers to upload their own data (eg branch targets), or indeed pull it in from a third party source
