Background context The stack created as part of #9328 should be converted to CDK (preferably Python)

PL to split this tcket in two:

1) Deployment target for devops staging area. Add this lambda to existing reapit connect app stack for ANZ 2) For UK, convert CF template to Python stack using CDK
