Add Instant #6

This should be as easy as creating an OffsetMinutes module/type and pairing it with a LocalDateTime.

[x] constructors can be mostly the same as LocalDateTime
[x] date math all operates on LocalDateTime
[x] add a function to adjust offset (returning an equivalent moment in time, with a different UTC offset)
[x] implement eq but not compare
[x] write some tests
