How do I add an SVG image to a new layer automatically when it loads?

By "when it loads" I assume you mean when it's imported (using the "import" 
function)? Currently there's no way to do so, you'd want to add a new layer and 
then select "import". I can see how this would be helpful though, so will look 
into adding the functionality

Thanks. I am opening auto-generated SVG files that contain bitmap images.
I would like new users to be able to modify the drawings without having to know 
how to move the current bitmap to a new layer before they can work on the image.
Being able to specify layers would add a great deal of control for multi-page 
images and animations.
