Window scroll creates an offset. #835

What steps will reproduce the problem?
1. Shrink the browser window size so that a vertical scroll bar appears 
2. Scroll the browser window down
3. Use selection tools

What is the expected output? What do you see instead?
The operation of the tool is offset by the amount of scroll. The selection box 
appears above the cursor.

In what browser did you experience this problem? (ALL, Firefox, Opera, etc)
Chrome

In what version of SVG-edit does the problem occur? (Latest trunk, 2.5.1,
etc)
Trunk
