Export with background image #918

What steps will reproduce the problem?
1. Set image background for svg editor
2. add 2 image into layer
3. export image and background image

No display background image when export as png

In the Editor options dialog it says:

  "Note: Background will not be saved with image."

The background image is just for the purposes of the edit experience, not part 
of the drawing.  It is certainly possible to add the image you want to a 
background layer in the drawing though.
