Enable flyout menu for elements such as rect and circle. #983

What steps will reproduce the problem?
1.  I have the latest build from trunk. 
2.  I noticed that there is a panel called circle_panel which is hidden.
3.  How do I enable the flyout menus to work in the svg editor.

What is the expected output? What do you see instead?
Currently, the tool bars are only present in the header.

In what browser did you experience this problem? (ALL, Firefox, Opera, etc)  All

In what version of SVG-edit does the problem occur? (Latest trunk)

Please provide any additional information below.

If you click the Rect or Ellipse button, the flyout should appear (works for me 
in Chrome).  What browser are you using?
