Update Google.Cloud.PubSub.V1 #5

Google.Cloud.PubSub.V1 2.4.0 depends on a version of Grpc.Core that has a dependency on libdl.so when running in a linux environment. This causes issues when running slim versions of ASP.NET Core docker images. Updating to 2.5.0 removes this dependency
