add'l reasons for approving citations to problematic research #1

  1. this one was discussed in a prev. iter but = researchers not really penalized for citing bad research approvingly. generally only penalized for formatting of citations or missing citing someone.

  2. defensive citations, especially by juniors. see the 1st point tho.

  3. because a reviewer suggested it.

broad point = incentives matter. currently ~ no incentives for citing carefully.
