Downloaded files do not play in chosen player (VLC)

Steps to reproduce

1. Set preferred player to VLC,
2. Download video.
3. Play video.

Expected behavior

Plays in VLC.

Actual behavior

Plays in internal player. Non-downloaded videos do play in VLC correctly.

I get the message "App not found" when clicking "Play in VLC", is this the same issue?

That's a vlc issue with them not properly supporting Android 13.
