changing maintainer #130

I realize that @caijun, @jrcpulliam, @jakobschumacher and @sangeetabhatia03 may want to be aware of this change. I am stepping away as maintainer for a couple of reasons:

  1. I'm finding that I don't have the time or energy to maintain this package now that I have left the public health sector (luckily, maintenance at this moment is very minimal)
  2. @tjtnew is currently working on {incidence2} and, following a discussion on the {incidence2} repo (https://github.com/reconhub/incidence2/issues/30), it was decided that these changes would be incorporated into incidence to avoid confusion for users typing incidence2 when they wanted incidence and vice versa.

This is not an urgent change as there is still a ways to go with {incidence2} and I will merge this PR once I have sent and received a confirmation email from CRAN that the transfer is accepted.

If any of you have any concerns or want to review the 2nd iteration of incidence, please let @tjtnew know.
