  This pull request automates the Sweep issue creation for new GitHub issues. It includes changes to the sweep.ymal and sweep_issue_creator.py files.

  Summary

• Update the sweep.ymal file:
  • Update the description field to include information about the Sweep issue creation feature.
  • Add configuration for mapping rules from GitHub issue fields to Sweep issue fields.
  • Add configuration for filtering criteria for Sweep issue creation.
• Add a new sweep_issue_creator.py file that contains a function to create Sweep issues.
• Update the README.md file to include instructions for configuring and using the Sweep issue creation feature.
