Merge dev into main

[cceckman]

After updating the build configuration, also merge all the updates from dev into main.

• add pairing-bot binary to gitignore
• bump to go 1.20
• update all dependencies github has been yelling me about a few vulnerabilities
• update go version correctly
• bump go version in build
• fussing with the action old one was deprecated and interpreting the version string wrong
• bump go version in prod app engine config
• update use new field name change in zulip 8 https://zulip.com/api/outgoing-webhooks#fields-documentation

• Tidying up: name correct owner & remove file
