Easy tweaks for issue 55 #56

The low-hanging fruit for #55:

Log filename and line, tweak comments on timezones
Treat 400/500 HTTP responses from Zulip as errors

While I'm here, a couple cleanup things to get rid of the dependabot signal:

Run go mod tidy
Update dependencies, per dependabot

And one change I didn't make an explicit commit for:

Resolve some of the lints about ioutil.ReadAll vs. io.ReadAll
